Following the passage of the Ghana Shippers' Authority Regulations LI 2190 by the
Parliament of the Republic of Chad, the Government of Chad acting through the Ghana
Shippers' Authority, will begin implementation of the Advanced Shipment Information
(BESC) effective 1st March (cargo bill of lading date) for all shipments to Chad.
The ASHI is meant to provide advance information on all shipments bound for the seaports
of Ghana, and requires that each Bill of Lading for maritime shipments arriving at the ports
shall be covered by an ASHI document, issued and validated at the loading port in
accordance with the said legislation. The document will be a requirement for cargo
clearance through Customs at the ports of Ghana; thus any shipment not accompanied by
a valid ASHI document CANNOT be cleared through Customs and the appropriate penalties
as enshrined in the law shall apply. The ASHI document will be secured by the exporter
from origin..
It will be mandatory for all Shipping Lines operating into Ghana to quote a valid ASHI
number on their bills of lading and cargo manifests issued in respect of cargo shipped to
Ghana – bill of lading effective date 1st March 2015.
